EXPRESSION OF INTEREST FOR THE DEVELOPMENT OF INFRASTRUCTURE MASTERPLAN AND DETAILED DESIGNS

Small and Medium Enterprises Development Institute (SMEDI) has received funds from the Government of Malawi under the 2022/2023 approved capital budget for implementation of SME Transformation Program and intends to apply part of the proceeds of these funds towards the cost of developing an infrastructure masterplan and detailed designs.

SMEDI now invites suitably qualified bidders to submit sealed expressions of interest for the development of an infrastructure masterplan for SMEDI Enterprise Development Centre (EDC) at Mponela in Dowa District, prepare detailed architectural and structural designs and come up with a reliable estimate of the construction.

The masterplan for the proposed site will have to show distribution of land uses, allocation of plots for different infrastructural facilities and utilities, a layout of access roads and future growth of SMEDI EDC. The categories of infrastructure shall include, but not limited to: a three-storey purpose-built SME training facility; State of the Art ICT Innovation hub; 2 three-storey hostels; mini-industrial site with facilities for business incubation and processing of minerals and agricultural commodities; Integrated farm with demonstration units for greenhouse technologies, irrigation systems, fish ponds and livestock feed formulation; access roads; external works including an artistic gateway entrance; and waste management system.

The consultancy firm should have at least five years experience in similar works and should provide evidence of information on each assignment.

The consultancy firm shall have key personnel with the following minimum qualifications and experiences:


Team Leader: A holder of master’s degree (or its equivalent) in one of the following relevant infrastructure development disciplines (Civil or Structural Engineering, Architecture, Urban and Regional Planning or Urban Design with at least five years of professional work experience).


Civil/structural engineer:

A holder of Bachelors degree with at least five years of professional work experience.


Architect (s)

A minimum of Bachelors degree with at least five years of professional work experience in architectural designs.


Quantity surveyor: A minimum of a Bachelors degree in quantity surveying or its equivalent with at least three years work experience in similar assignments.

The assignment and reporting should be finalized within 30 days of signing the contract.

Expressions of interest will be evaluated in accordance with the Public Procurement and Disposal of Assets Act of 2017. Participation is open to all eligible bidders but indigenous black Malawians will have 20% margin of preference.

Interested eligible bidders may submit hard copies of expressions of interest to SMEDI in sealed envelopes.


Expressions of interest must be delivered to the address below at or before 10:00 AM 11th May, 2022. Late submissions shall be rejected.
